Business Excellence Capability Program for a State Communications Agency Supporting Public Safety in Australia

A government agency’s Business Excellence (BEX) team needed a practical and scalable way to build operational excellence across the organisation. As the organisation grew, so did the need for a consistent way to manage processes, measure performance, and drive meaningful change. The BEX team identified a clear opportunity to build internal skills in operational excellence and create a more structured, sustainable approach to improvement.

Solution

We worked with the BEX team to design a two-year capability-building program tailored to their goals. At the centre of this was Lean Six Sigma Green Belt certification –  an internationally recognised qualification that gave staff the confidence and structure to tackle process issues and lead improvement projects. Alongside the certification, we delivered broader Operational Excellence training focused on everyday ways to lift performance and align with the Authority’s business priorities. Agile project management was also introduced, giving teams a more responsive and flexible way to plan and deliver their work.

Results

The program has helped drive real, measurable change. Teams are now working more efficiently, with a clearer focus on outcomes and better visibility of progress. New KPI dashboards have been introduced, making it easier for leaders to track performance and make informed decisions.

Most importantly, a strong culture of continuous improvement is now taking root. Staff are more confident in identifying areas for improvement and equipped with the tools to make change happen. With a repeatable and sustainable training model in place, this organisation is well-positioned to continue building capability and strengthening operational performance across the organisation.
